学内LANを利用した動物実験計画書の審査システム

　当施設では平成９年３月よりホームページ（ＨＰ）を開設して施設の機能強化を試みている。その一部については第47回の本総会において説明した。 今回は動物実験計画書の提出・審査について説明する。

【方法】

　サーバーとしての使用機種：Gateway Performance（Gateway社製），サーバーソフト：Linax(Apache)，プログラム言語 ：CGI(C言語)。 以下にシステムの流れを示す。
  1. 実験者がＨＰ上から実験計画書のサイトを呼び出し，必要事項を記入後送信ボタンをクリック。
  2. 担当職員が送信されてきた計画書を予備審査のために施設専任教官の審査用ホルダーに入れる。
  3. 施設専任教官がWeb上でIDとパスワードにより計画書にアクセス。予備審査の結果を担当職員に送信。
  4. 予備審査において記載内容に問題がないと判断された場合は，動物実験委員会の各委員ホルダに入れ、申請のあることをメールで知らせる。
  5. 動物実験委員がWeb上でIDとパスワードにより委員会ホルダに入っている計画書にアクセス。審査結果を担当職員に送信。
  6. 担当職員は審査結果をe-mailにて実験者に連絡し，実験許可証を書面にて講座主任に送付する。

【結果と考察】

　これまで使用した経験から本システムの長所と短所の主なものをまとめる。

長所としては，
  1. 実験者が計画書を提出してから許可を得るまでの時間が短縮。
  2. 実験計画書審査に要する委員の時間が短縮（一堂に会する委員会の減少）。
  3. 事務局側での書類の整理・保管が容易。

短所としては，
  1. サーバーが停止していると提出・審査できない。
  2. 学内LANに接続しているPCが利用者及び委員に必要。
  3. 電子決済できないなど。

　セキュリティーに関してはこれまで特に問題はなかった。しかしOSの進化にあわせ今後も適宜強化していく必要がある。 その他にワープロソフトとe-mailを利用したシステムとの比較およびCGIを利用した実験計画書審査システムの今後の可能性についても述べてみたい。

　We try to promote the function of our facilities through opening Home Page (HP) since March 1997. Some of our sites were reported in 47th of this Congress. In this time we will report about the protocol review system via local area network (LAN).

[Materials and Methods]

　PC DOS machine (Gate Way Co. Inc.) is used as server machine. Server software is Linax (Apache), Program language is CGI. Outline of review system is showed as below.
  1. Investigators call the protocol site from HP. After completing protocol on Web site, send it by clicking sending button.
  2. The protocols sent from investigators are put in the holder of a veterinarian, who is one of the Animal Care Committee (AEC) members, by the charge of person.
  3. A veterinarian reviews the protocol on Web site protected by ID and password. Result of review is sent from a veterinarian to the charge of person via LAN.
  4. The protocols permited by veterinarian are put in the holder of AEC in order to be review by the charge of person.
  5. Each member of AEC review the protocol on Web site protected by ID and password. Results of review are sent from each member of AEC to the charge of person via LAN.
  6. Investigators are informed of decisions both by e-mail and in writing.

[Results]

　As merits of this review system, it is possible for investigators to have short term between the submission and the permission. AEC members save the time inreviewing protocol. It is easy to hold protocols in AEC office.

[Discussion]

　There was no problem about security on web site. However it needs to match up the security to evolution of OS. We will talk about the possibility of this system in near future compared with other system like email attached document made of word processor.
